Three Kyle men arrested in unrelated child sex charges

Three Kyle men, ranging in ages from 19 to 77, were arrested Feb. 21 on charges of sexual assault of a child or indecency with a child, on three unrelated cases in the city. 


The most recent alleged sexual assault offense spanned over the course of more than two years, beginning in December 2011 and ending early last month. 



Paul T. Zurita, 31, was arrested and charged with sexual assault of a child, a second-degree felony, for the alleged abuse against a victim under the age of 15 when the alleged assault first happened. 


The victim told police Zurita was not a stranger to the victim’s family and visited the family’s home sometimes three or four times a week, according to court documents. The victim did not say whether Zurita would sexually assault them during every visit, but told investigators the alleged abuse took place for more than two years. The last incident took place around Feb. 2. 


In an unrelated case, German Enrique Armendariz-Ramirez, 77, was arrested and charged with indecency with a child, a second-degree felony, for allegedly inappropriately touching a child victim during a visit to the child’s home over the Christmas holidays last year. 


The victim told investigators that the victim had fallen asleep on the couch in the home, while the victim’s mother was outside; the victim then heard a door open and felt someone touching the victim’s leg, making the victim feel uncomfortable. The police report details additional touching of the victim by Armendariz-Ramirez.


The victim told investigators that Armendariz-Ramirez had done the same thing to the victim’s cousin, but not the same amount of times as the cousin lived elsewhere, according to court documents. The victim told police the victim didn’t warn the mother of the incident as the victim felt the mother would not have believed it. 


The victim told investigators that the victim did notify a relative of what happened, but the relative didn’t tell the victim’s mother nor law enforcement. 


In a third unrelated case, Roger Salazar, 19, turned himself into police Feb.21 as part of his commitment sentence for the first-degree felony of aggravated sexual assault of a child. 


Salazar pleaded guilty Sept. 19, 2013 to the offense after admitting to investigators in a Sept. 27, 2012 interview that he sexually assaulted a child in the victim’s bedroom. 


According to court records, Salazar was sentenced Dec. 18, 2013, to 10 years probation with deferred adjudication, he was also ordered to register as a sex offender. He turned himself into authorities Feb. 21, who then transferred him to a DRC (Day Reporting Center) program. That program is an on-site cognitive restructuring program designed to change an offender’s adverse thinking patterns, provide education and job training and hold unemployed offenders accountable during the day. 


Zurita and Armendariz-Ramirez were both released from the Hays County Jail on Feb. 22 on a $100,000 bond each, according to jail records.
