Candidate Ken Doran indicated he has chosen not to actively seek the District 11 director’s position on the EAA board. Candidate Amy Lea S. J. Akers did not respond to questions posed by the San Marcos Area League of Women Voters.
Q: Please describe what combination of education, motivation and/or experience qualifies you for this office?
Taylor: B.A., Political Science, Mississippi State University J.D., St. Mary’s University School of Law, San Antonio. Licensed attorney - 34 years, experience with aquifer issues since 1989, served on EAA Board 2007-2010, speaker at statewide water law conferences.
Q: What are your preferred ways to protect the flow of the San Marcos springs, which create the San Marcos River, to ensure they continue to flow in the future?
Taylor: I prefer a mix of common sense, incentives and regulations: Wise use of existing water supplies through conservation and reuse; paying farmers not to irrigate in dry times; limiting aquifer pumping to sustainable amounts that ensure continued spring flow; and storing aquifer water in wet times to use in dry times instead of pumping.
Q: What methods do you propose to help manage drought in our area?
Taylor: We should start with a foundation of year- round conservation. The HCP work by the university, the city and Texas Parks & Wildlife will help keep the river healthy when flows are low. Aquifer pumping should be reduced in dry times to maintain minimum flows in our springs and river. Finally, water suppliers in growing areas should use alternative sources of water for their increasing needs. Newly available state water infrastructure funds can help.
