100-plus acre PUD taking shape in Kyle

A Planned Unit Development (PUD) that’s been in the works for roughly three years is taking a small step forward. 


The PUD, which is planned to go near the intersection of Kyle Crossing and Windy Hill Road, could bring retail and industrial offices to the city’s outskirts. 


On Sept. 26, the Kyle Planning and Zoning Commission (P&Z) approved the preliminary plat for the Recovery HP Business Park PUD. 


The PUD, which is owned by RR HPI, LP, encompasses 107 acres and will feature 24 total lots. Twenty-two will be designated for commercial use, with two for public utility easements. Water and wastewater utility service will be provided by the city of Kyle. 


According to Manny De La Rosa, Kyle planning director, the property was part of an agreement with the Recovery HP Business Park Planned Unit Development. The Kyle City Council approved the agreement as Ordinance No. 671 on Aug. 16, 2011. 


De La Rosa said the principal uses are retail services and construction manufacturing. 


With the agreement in place, De La Rosa said the process to bring in business would be easier, once Recovery moves forward with its site plan. 


“It’s already been worked out,” De La Rosa said. “Instead of (businesses) having to get conditional use permits and have public hearings, it’s already been done.  


According to a member of the Recovery HP development staff, the partnership is getting “everything ready and getting everything in place and in line” for development. The focus of the development will align with the city’s Comprehensive Plan. 


They said the partnership is planning on bringing a final plat to P&Z and the city council in 30 days. 


Preliminary plans call for 107.5 acres of the lot to be utilized, with the partnership focusing on building structures based on speculation. 


The area nearest IH-35 will focus on retail, while areas further west will be industrial offices. How much acreage will be designated to either use is unknown. 


“We look forward to being a progressive member of the Kyle community,” the staff member said. “We look forward to a profitable existence for the development in Kyle.”
