Anthem development meeting coming soon

Fasten your seat belt and hold on to your chair. Divergence ahead. This column talks about Christmas décor recognition. And, it talks about “the” development agreement.


With a crisp light sparkling note filled with Christmas cheer, here’s word that it’s time for Mountain Cityians to uncork the ballots for the Christmas décor recognition for use this weekend, Friday through Sunday at 10 p.m.


Maybe on Thursday, but for certain by Friday, wee three links will activate in the instructions on http://1drv.ms/1yYqHWz


First let me mention, if you do not have a computer or a printer, a few ballots will be placed in a “take one” box at the message board near the City’s entrance by 5:00 p.m. on Friday.


At http://1drv.ms/1yYqHWz, find (1) link to printable ballot that includes “Best of …” and “Citywide”, (2) link to online form for “Best of …”, and, (3) link to online form for “Citywide”.


“Citywide” gives recognition by category (Grand Prize, People’s Favorite, Sparkle, Creativity, Workshop, CHRISTmas, Santa, Theme, Elegance).


“Best of …” gives recognition to one house on each street or section of a street. Iridescent snowflakes mark the boundaries between sections on longest streets. But, you need not find the snowflakes because the nominees’ addresses are listed on the ballot. There’s a “best of” for every 12 (or so) houses. 


By 10 p.m. on Sunday, Dec. 14, submit online the two ballots or deliver the one printed ballot to 332 Live Oak Drive.

The Tour de Lights hayride on Friday night, Dec. 19, will route past award-winning houses, starting at the bright City Hall.

Now let me encourage you to stream into City Hall at the special council meeting to be held Monday Dec. 15 at 7 p.m.,  regarding the development agreement between Mountain City and Clark Wilson for the planned 2,200 home development behind us called Anthem.


Clark Wilson has a contract to purchase the former Nance Ranch. Back in July, Mr. Wilson told the city he has contractual deadlines in mid-December. Now, with two new council members, the city is rushing to complete the development agreement.


Who even knows what the term “development agreement” means?  It is extremely serious and escalates the ho-hum “maybe someday” into a signed contract that will affect us and our children and grandchildren.


Best I can ascertain, a generic development agreement is a contractual agreement between a city and the owner of real property relating to development of the property. The scope may cover land development (planning, platting, zoning, engineering, and infrastructure), “vertical” improvements (buildings and other structures for human occupancy), or both.


Upon legal counsel, no details of the draft development agreement were released to us.


We were given an invitation to give comment during the past several months. But, we could not be given the topics within the agreement on which to comment, per the attorney’s counsel.
