Drought not going away

Drought is synonymous with Texas. The City of Kyle, confronted with over-pumping fines, has been made painfully aware of that fact. Mayor Lucy Johnson recently bemoaned the necessity to raise water rates significantly. And Utility Coordinator Jason Biemer has brought up the possibility of a credit system for low-flow toilets and efficient showerheads. To that list might be added credit for xeriscaping yards and installing drip irrigation systems. Homeowners, builders, and HOAs should support all of these measures.
