TDS and going green

The last time I asked about leaf pick-up I was told the cost would be $5.00 a bag. Then trash pick-up cost increased and we could put as many bags of leaves out every two weeks as needed. For a while I had anywhere from 10 to 15 bags of leaves plus my compost container. Now they tell me I cannot use plastic bags, they have to be paper bags I can purchase from Lowe’s. (paper would not have lasted very long with this rain.) They say the plastic bags contaminated the leaves.  Does this mean they are getting money for my leaves? I am paying for a pick up, and buying special bags. If so, I think as many leaves as I send them I should get a discount on my trash pick up. They want us to put our plastic bottles and cans in a separate container so they can sell them also. I think we should all get a discount of some kind. Now I believe in going GREEN, why I even buy green bananas. At my age I just hope I get to eat them.
