I think that James Earp is the best choice for City Manager. If someone else is selected, I would recommend that individual keep James Earp as the Assistant City Manager, as he has demonstrated consistent dedicated bearing, coupled with effective skills, a clear grasp of the current and future goals of the community.
I recall the days of my first official interactions with the COK in 1997, at the inception of my first light industrial development, Edwards Business Park with Kyle Business Park following a few years later. Mr. Harrison was city manager then. I quickly came to understand that the fabric of Kyle’s administration was anchored in the remarkable multitasking of Minerva Falcon, Jimmy Haverda, and Lupe Gil. I recall Mario Perez growing from his original position in the service of COK, to his current position. I recall Kerry Urbanowicz and his service to the city when it required the wearing of many hats for him. I recall when James Earp was hired and the improvement of quality and response time in the business matters of the City of Kyle’s.
It appears to me that the City of Kyle has benefited greatly, as history supports, from promoting within the existing base dedicated personnel. I would further submit as a taxpayer that it would result in a more economically efficient and effective course.
