A special meeting of the Hays County Commissioners Court called by County Judge Ruben Becerra to discuss the vacancy created by the resignation of Precinct. 3 Constable Ray Helm was called off 30 minutes after it was to begin because of a lack of a quorum.
Becerra, one of two Democrats on the court, and Precinct 3 Commissioner Lon Shell, a Republican, were the only ones present. Absent were Precinct 1 Commissioner Debbie Gonzales Ingalsbe, a Democrat, and Precinct 2 Commissioner Mark Jones and Precinct 4 Commissioner Walt Smith, both Republicans.
Helm resigned and permanently surrendered his peace officer certification July 31 to avoid prosecution on a number of charges including felonies.
