A Buda area couple at the center of a November animal seizure case have now been arrested on multiple felony charges.

Thomas Caffey, 47, of Buda, was arrested Dec. 3 on two counts of Child Endangerment Criminal Negligence, a state-jail felony. Melissa Caffey, 49, of Buda, was arrested Dec. 4 on two counts of Child Endangerment Criminal Negligence, a state-jail felony, and 10 counts of cruelty to non-livestock animals, a third-degree felony.

According to a Hays County Sheriff’s Office press release, the arrests stem from a Nov. 1 incident where authorities were dispatched to the 200 block of Towhee Drive in the Leisurewoods subdivision regarding inhumane animal care.

The subsequent investigation resulted in 161 cats and 15 dogs being removed from the home for welfare concerns.

According to the release, four cats died as a result of “brutal conditions” and numerous other animals are still seriously ill.

No additional information is available at this time. According to authorities, an investigation into the incident is ongoing and the Sheriff’s Office is working with the Hays County District Attorney’s office to determine if more charges will be filed.

Thomas Caffey is being held in the Hays County Jail on $20,000 bond, while Melissa Caffey is being held on $120,000 bond.
