Hays hires new HR officer

Staff Report

Hays CISD is pleased to announce the selection of Elaine Howard as the district’s new Chief Human Resources Officer. Howard is currently serving as the Executive Director of Human Resources in the Judson Independent School

district near San Antonio. The Chief Human Resources Officer position replaces the previous position of Assistant Superintendent for Human Resources at Hays CISD. 

“We are excited to have Elaine join our team,” said Superintendent Mike McKie. “The Human Resources Department serves a critical function in our school district – ensuring we recruit, hire, and keep the best teachers and staff members available. I’m confident our students will be the ultimate beneficiaries of Elaine’s leadership and experience.”

Howard was named Interim Executive Director of Human Resources in Judson in 2010 and served in that capacity for a year before being named into the permanent position. In that role, she implemented operational and procedural systems to improve the department and ensure compliance with state and local laws. She also has experience in Judson ISD serving as the professional development coordinator, a content coach, and a teacher. Prior to working in public education, she was the coordinator of training and development for New Braunfels Public Utilities. 

Howard holds a Master in Education Administration degree from Lamar University and a Bachelor of Science in Biology degree from Stephen F. Austin University. She is currently pursuing a Ph.D. in Educational Leadership with an expected graduation in 2016.

She is a member of several professional organizations.

In 2012, Judson ISD named Howard the Administrator of the Year and she was the district’s Teacher of the Year in 2009.

Howard will start her new position in Hays CISD in January.
