A more streamlined, efficient system of processing student transfers from schools within the district was presented to the Hays CISD Board of Trustees during its regular monthly meeting on Monday.


“While we believe that a student’s home campus offers the best educational opportunity and that every campus in our district provides an equal, high-quality educational program, student transfers are a reality of school districts,” said Dr. Jeremy Lyon, superintendent of Hays CISD.


Changes in the process, which take effect for the 2011-12 school year include a higher level of consultation with principals regarding student transfers; earlier notification (no later than May 15) of transfer approval or denial; and a more narrow timeframe to submit transfer requests (March 1 through April 15).


Information about the new process will be communicated through the district website, campus newsletters and email. The process for transfer applications of employees’ children is being modified similarly.


In other action and discussion, the school board:


• Approved the design documents of a secondary technology site, food service and warehouse building to be located on a 44.8-acre tract the district owns on Texas 21, north of High Road;


• Heard a progress update on the district strategic plan, particularly activity regarding environmental stewardship;


• Heard an enrollment update from assistant superintendent Carter Scherff that included demographic projections such as: the district grew by 700 students from this time last year; Tobias Elementary is the district’s fastest growing campus in terms of enrollment; and more than 19,200 single-family housing lots “are in the pipeline.”


Mark Jones, vice president of the school board, announced Monday night that he intends to resign from the board on Dec. 31. He currently serves in one of the two at-large seats on the school board. Jones was elected Hays County Commissioner on Nov. 2.
