SAN MARCOS – The Hays County Commissioners Court finalized on Nov. 19 the terms of the contract awarded to Austin Pets Alive! (APA!), a leading animal welfare organization, to continue its work for the Hays County Pet Resource, Education and Research Center (Hays PRC).
The Hays PRC was launched in April 2023 to be a first-of-its-kind model for animal welfare programs across the nation, according to the county. This partnership between Hays County and APA! focuses on public safety, animal safety and lifesaving initiatives, while increasing public access to important resources for pet owners.
On July 2, the court awarded a contract to APA! pursuant to RFP 2024-P10 and authorized staff to negotiate a contract, according to agenda documents. A total of $300,000 was budgeted during the FY25 annual budget process to continue contracted services with APA! However, additional funds are required for the increased cost.
According to the RFP document, the parties agree that the county shall pay APA! a total fee not to exceed $383,675.08 for the work under the agreement.
Previously, the court wanted to move forward with the program coordinator position, funding development services and the lost pet reunification program. These are what’s in the first year with the option for the county in the subsequent renewals to add in additional programs, explained purchasing agent Stephanie Hunt.
“When we go to yearly renewals, we can look at where we are at. Do we want to add any services or maintain the current services that are being provided,” Hunt said.
The new contract also ensures that APA! will lead these programs for the Hays County community, including the lost and found initiative designed to support the reunification of pets and families.

'With these programs, we can continue to support pet owners and strengthen the human-animal bond.”
The Hays PRC also provides pet owners with essential resources to help keep pets out of the shelter system and has supported over 900 families since the launch of the virtual resource center in January. In partnership with Central Texas Food Bank, Hays PRC has also provided food and supplies to more than 1,100 pets in need this year.
