UHLAND —While many water providers across Central Texas have announced rate increases in response to growth, inflation and rising infrastructure costs, County Line Special Utility District (CLSUD) has not implemented a new water rate increase, in an effort to commit to affordability, long-term planning and responsible financial stewardship, read a news release.
CLSUD’s current water rates were approved in February 2025, following a comprehensive review of operating costs and long-range capital needs. Since that time, no additional rate increases have been adopted, the release continued, even as neighboring utilities adjust rates to meet similar pressures.
“Growth is coming, whether communities are ready for it or not,” said Humberto Ramos, general manager for CLSUD. “Our responsibility is to plan ahead, so our customers are protected from sudden or reactive increases. Holding rates steady reflects that careful preparation.”
As a new regional water supply begins flowing into pipes across Central Texas, it will provide long-term water security for many communities. Nowhere will that stability matter more than in the blackland prairie neighborhoods served by CLSUD
Straddling both Hays and Caldwell counties, the district now serves thousands of customers in communities that have attracted state and national attention for their rapid growth.
CLSUD was an original partner in the Alliance Regional Water Authority, a landmark regional supply project completed in 2024. Much as earlier generations once saw progress simply in connecting farms after devastating droughts, today’s progress lies in ensuring a reliable, sustainable water supply for decades to come — without placing undue financial burden on ratepayers, stated the release.
“Many customers may not realize how deeply County Line’s history is tied to regional cooperation and forward thinking,” Ramos said. “That legacy continues today as we modernize our system, plan responsibly and prepare for the next generation of challenges.”
2026 Board of Directors Election
CLSUD also announced details for its 2026 Board of Directors election, in which two board positions will be up for election.
The filing period for candidates began Jan. 14 and will conclude at 5 p.m. Friday, Feb. 13. Applications may be filed in person or by mail during regular business hours: 8 a.m. to 5 p.m Monday through Friday.
Eligible residents interested in serving are encouraged to consider filing and participating in the governance of the district.
